SHORTLISTING ANNOUNCEMENT
INTRODUCTION
Kuwait Oil Company (referred as Company) invites interested Participants to participate in shortlisting exercise for Separation Facility at GC-25 and Injection Facility at GC-30 (EF/2078)
- BRIEF SCOPE OF SERVICES
The scope of services includes Build, Own, Operate 3-phase separation, LP Gas KOD, tanks, effluent water treatment and transfer pumps at GC-25, Transfer Pipelines (GC-25 / GC-15 to GC-30), modification of existing Slop Tanks to Balance Tank and Treated Water Tank at GC-30 and effluent water treatment/filtration and injection at GC-30 along with utility and supporting systems.
The Contractor shall be responsible for the completion of the design, engineering, procurement, supply, construction, testing, pre-commissioning, commissioning, Start-up and Performance testing of both Part A and Part B works as required under the Contract. Additionally, Contractor shall be responsible for operation, maintenance, repair and insurance of the complete Facility including Part B works which shall be owned by Company throughout the duration of the Contract.
The Scope of Services shall include but not limited to the following:
- Execution Stage:
Planning, field & site surveys, design, engineering, process safety studies performed by engaging specialized third parties, HSE, procurement, supervision & project management, quality assurance, supply, installation, testing, pre-commissioning, commissioning, Start-up , and performance testing of works as further detailed in the Technical Specification.
Above Scope of Works is further divided into the following two (2) Parts:
- Part A Works:
Comprising plant and facilities, as summarized below, shall remain under the Contractor upon completion and during the O&M Stage, unless the Company decides to purchase Part A.
In GC-25
- 3 phase LP Wet Separator Package (2 Nos. x 150 MBLPD)
- LP Gas KOD (1 No. x 53 MMSCFD)
- High Integrity Pressure Protection System (HIPPS) at Separator inlet
- Wet Crude Oil header connection to existing Wet crude header (inside GC-25 )
- LP gas pipeline from new LP Gas KOD to existing LP separator gas crude accumulator (inside GC-25)
- Effluent Water (EW) Balance Tank with MBF (Micro Bubble Floatation system) / IGF (Induced Gas Flotation system), 240 MBWPD.
- Effluent Water Transfer Pumps (3 nos. x 125 MBWPD).
- Fuel Gas Sweetening modular package
- Chemical Injection Systems
- Inline Analyzers at wet oil /Effluent water outlet streams.
- HP Flare & TV Flare line to tie-in with GC-25 existing Flare Headers.
- Oil Recovery system with pumps, flowmeter and analyzer
- Interconnecting piping, instrumentation, electrical & civil works
- Fire Water Network & Deluge with tie-in to existing fire water line.
- Closed and Open drain systems.
- Instrument Air, Plant Air, Fuel Gas lines etc. with tie-ins to existing lines.
- Potable water & Eye wash system / Safety showers.
- Control Room with control & safety systems (DCS/ESD/FGS/VTMS/PLC), FAS, Security system etc.
- Substation & its equipment/systems, related cabling etc.
- All related Civil and Structural, Piping and Mechanical, Electrical and Instrumentation works.
In GC-30
- Nutshell Filters with Filter Feed Pumps of total cap. 500 MBWPD (modular type Packages).
- Filter Back wash water collection, Treatment and pumping back to Balance Tank.
- High Pressure injection pumping system comprising Booster & Injection Pumps to inject treated effluent water from Facility to NK injection wells as per Table below

- Control Room with control & safety systems (DCS/ESD/FGS/PLC/VTMS), FAS, Security system etc.
- Substation(s) & its equipment/system, related cabling etc.
- Laboratory building & Workshop building and its equipment/system, related cabling etc.
- All related Civil and Structural, Piping and Mechanical, Electrical and Instrumentation works.
- Part B works:
Comprising transfer pipelines, tie-ins, tank modification works & all other works as summarized below, and these shall be owned by the Company.
In GC-25
- Crude oil line from GC-25 Manifold to new separation facility.
- Tie-ins for process and utilities from / to GC-25 to new separation facility.
- Effluent water Pipeline from GC-25 (3 Phase Bulk Separation facility) and GC-15 (Existing facility) to Injection facility at GC-30.
- Hook-ups (including modifications, within the existing Substation/Panels) for power from existing Substations at GC-25, to feed to new separation facility Substations.
- Instrumentation Works (including all materials) related to the modifications in existing CMS/CCMS and Control & Safety systems (DCS/ESD/FGS), POIS/GMIS tie-in works etc., inside the existing Control buildings.
- The Electrical Works (including all materials) related to the modifications inside the existing Substation Switchboards, Remote Control panels, Annunciator Panels, Data Acquisition Panel etc.
- All related Civil and Structural, Piping and Mechanical, Electrical and Instrumentation works.
In GC-30
- Modification of existing Slop Tank (D-008, 238000 bbl.) and associated piping to handle the increased fill-in and pump out rate (from 240, 000 BWPD to 500,000 BWPD) & for conversion into Balance Tank with Auto-skimming arrangement.
- Modification of existing Slop Tank (D-007) and associated piping to suit the required fill-in and pump out rate for conversion into Treated Water Tank.
- Tie-ins for process and utilities from / to existing GC-30 to new injection facility
- Hook-ups (including modifications, within the Substation/Panels) for Power from existing Sabriya-B Substation to feed to new injection facility Substation at GC-30.
- Instrumentation Works (including all materials) related to the modifications in existing CMS/CCMS and Control & Safety systems (DCS/ESD/FGS), POIS/GMIS tie-in works etc., inside the existing Control buildings.
- Electrical Works (including all materials) related to the modifications inside the existing Sabriya-B Substation Switchboards, Remote Control panels, Annunciator Panels, E-SCADA System/Panels etc.
- All related Civil and Structural, Piping and Mechanical, Electrical and Instrumentation works.
- Operation & Maintenance Services as detailed below:
The contractor’s scope comprises operation and maintenance of the Facility (Part A & B). During operation and maintenance, the contractor’s responsibilities shall include performance of all associated safety, quality control, environment protection and all other inherent and related obligations. The major elements of the Contractor’s responsibilities during O&M Stage, but not limited to are as follows:
- Ensure the performance requirements as specified in the Contract on sustained basis and provide services to check the quality.
- Deploy all necessary Operation & Maintenance staff including the minimum manpower as specified in Contract specification as necessary for management, technical support, supervision, inspection and other services to ensure the services performed are safe and reliable.
- Provide all materials, chemicals, lubricant, all consumables and any other item or work required for operations and maintenance of the new installations.
- Maintain stock of all spare parts and replace as and when required.
- Maintenance of the facilities installed including routine cleaning, inspection, servicing, preventive & corrective maintenance and proper housekeeping. Painting of the new installations regularly as necessary to ensure neat and clean appearance.
- Perform inspection, preventive maintenance, periodical overhaul, refurbish or replace parts, major components, replace parts and the equipment in accordance with the Original Equipment Manufacturer (OEM) requirements/ recommendations to ensure the new installations remain in sound condition and render reliability of operation.
- Maintain the equipment in the original working condition. The Contractor shall promptly replace at its own cost any damages and or deficient equipment or its component regardless of the cause of the failure at any time during the Contract period.
- Keeping the site tidy, safe and dispose hazardous waste in a manner complying with Kuwait Environmental Protection Authority (K-EPA) requirements.
- Provide services to comply with the Company HSSEMS procedures and guidelines as applicable for the O&M Stage.
- As part of ensuring the consistent performance of the Facility, the required Preventive Maintenance shall be ensured during the O&M Stage.
- Monthly, Quarterly & yearly reports shall be submitted as instructed by the Superintendent of the Contract.
- The Contractor shall obtain Superintendent’s prior approval on format of the daily, monthly, quarterly and yearly reports.
- INTERESTED PARTICIPANTS
Any interested applicant who wishes to participate in the said shortlisting exercise shall submit complete shortlist application on or before the stipulated date of submission mentioned below.
The Applicant's submittal must be:
- Submitted as one (1) set in USD/CD (hard copy and email submissions are not acceptable).
- Submit the documents as single PDF files only for each sections (Commercial, Technical, Finance) Password encrypted “.pdf” file, Word file, Excel Sheet File and Jpeg are not acceptable.
- Each supporting documents is clearly segregated/organized in respective section. Company will not take any responsibility in segregation of attachments.
- Zip folder/ Sub-folder / Sub-sub folders within above MAIN Folder is Not Acceptable.
- The Applicant must arrange to submit the complete application either through courier or by hand and the submittal must be marked and submitted as follows:

- TIMELINE :
Applicants are advised to submit the applications at the earliest, preferably not later than 2 weeks from announcement date.
Please note: Submission after the above-mentioned date may not be considered at Company’s discretion and decision.
