Title: Emergency Response, Prevention, Well Control and Snubbing Services

BRIEF SCOPE OF SERVICES

• SCOPE OF SERVICES

• With reference to clause 1.96 and clause 5 of General Conditions of Contract, the Services include but shall not be limited to provision of ‘Emergency Response, Prevention, Well Control and Snubbing Services’ in Company’s Oil and Gas Wells, as described hereafter in clause 1.1.1 to 1.1.3 and further detailed and identified in Annexure-1 to Contract Specifications and Attachment No. 1 to Form of Tender.

• Emergency Response and Well Control:
• The Services shall be performed at short notice, requiring immediate mobilization of appropriate Well Intervention Services to respond safely and efficiently to emergency(s) in order to secure integrity of Wellbore/ restore normalcy. The services shall include mobilization of necessary Specialized Personnel and Equipment including Snubbing Services (if needed). Short notice may include oral instructions from Superintendent of Contract, followed by written notice through fax / e-mail. The Contractor shall be fully prepared at all times during the Contract Period to abide by the Superintendent’s instructions.
• Preparedness and Prevention related to Well Control Emergencies:
• The Services shall include but not be limited to audit of Pressure Control Equipment at Operational Sites; performance and assessment of Well control drills; assist in controlling Well kicks, periodic review and update of Company’s Blowout Contingency Plan/Well Control Emergency Response Plan and any other Specialized Services related to prevention of Well Control Incident. The Services shall also include Well Integrity Study in Company’s oilfields & recommendations thereof.
• Snubbing Services:
• The Services shall comprise provision of Snubbing Services in live Wells as needed by the Company to resolve complications that are not feasible with normal drilling/workover rigs.

• The Services shall include but not be limited to provision of the personnel, equipment, tools, materials, facilities, premises, logistics, technical support and supervision required to perform the Services as described and set forth in this Clause 1 and elsewhere in the Contract.
• The Contractor shall provide the Services as and when instructed and on such locations on the Site as directed by the Company in each Service Order. The Company does not guarantee the extent, quantum, value or continuity of the Services.
• The Contractor shall be solely responsible for the operation of its equipment including, but not limited to, transportation, storage, warehousing, rigging-up, testing, inspection, maintenance, calibration, repair and rigging down. Contractor shall perform the Services subject to and with the assistance of any Services and facilities provided by the Company.
• The Contractor shall manage , direct, supervise, perform and control the Services and all associated obligations and operations as described in this Contract including the provision of Personnel and the provision: operation, maintenance and repair of Equipment with all additional items and shall assume the obligations, liabilities, and rights as specified in the Contract. Consequently, except where explicitly stated as being provided by Company herein, the Contractor shall perform all the Services, including but not limited to:

• Performance of the Services described hereunder and any or all associated operations and activities necessary to co-ordinate, organize, control and monitor the Services with all Contractor’s Equipment, Personnel, Material and Facilities;
• Co-ordination and performance of all preparation, handling and transportation of Contractor’s Equipment, Personnel, Material and Facilities;
• All actions required to effect Mobilization for the performance of Services under this Contract and demobilization following the job completion / Contract termination or Contract expiry.  
• Quality assurance and quality control testing on Contractor’s materials and the reporting of the results as required by Company.

• The Contractor must comply with the Contractor’s Periodic medical test for their personnel as further described in clause 8.4 of the Contract Specifications.

• Experience of the company in the scope of services. 
• Provide total number of contracts handled with the intended scope of services of the proposed Tender along with the name of client, duration, scope and value of contracts. (writing Confidential is not acceptable) 
• Details of Resources available to handle the Project 
• Details of Manpower (Organogram) including organizational structure. 
• Employees Qualification and certification of each employee along with details of experience of identical services 
• Years of GCC experience along with proof.

Note:   

• Submission after the last date specified cannot be considered and will be rejected.  

• This is a preliminary list. Upon review of the preliminary details, KOC will send a detailed list to prospective bidders for submission in detail for a detailed analysis.
