SERVICES FOR QUALITY AND QUANTITY ASSURANCE OF EXPORT CRUDE 

Brief Scope of Services

1.                   Scope of Services

1.1              The Services comprise provision of qualified, experienced and skilled personnel, Vehicles, Calibration Workshop and other facilities, to carry out the following two distinct scope of Services complete with certification from third parties as required and the provision of any and all work which could be reasonably deemed necessary and as described in the Contract to complete the Services or as described in detail in each Service Order.

1.2              Services Required for Quality Assurance

The Services for operation and maintenance of Export Operation’s Laboratory facility comprise provision of qualified, experienced and skilled personnel to perform laboratory services (under the supervision of the Company), and professionally run/manage the Laboratory which shall include, not by way of limitation of the following:

1.2.1        Crude oil sample analysis as per applicable International Standards.

1.2.2        Supply consumables to perform crude oil sample analysis uninterruptedly throughout the Contract Period.

1.2.3        Carry out regular maintenance of all Laboratory Equipment and provide required genuine Spare Parts from the original equipment manufacturer.

1.2.4        Calibration of all necessary Laboratory Equipment and maintaining valid calibration certificates in accordance with ISO/IEC 17025 or to relevant applicable International Standards.

1.2.5        Carry out Proficiency Testing Program for crude oil sample related activities and tests with due diligence.

1.2.6        Prepare and participate in all the obligatory periodic audit requirements of ISO 9001, ISO 14001, ISO 17025, OHSAS18001 and to maintain Export Laboratory certifications.

1.2.7        Carry out water sample analysis periodically as and when required by the Company and submit the report in the format enclosed in Appendix-E to the Contract Specification.

1.2.8        Keep the Laboratory a safe working place to carry out the testing of crude oil analysis by implementation of all required Health Safety and Environment (HSE) aspects to KOC and International Standards.

1.2.9        Provision of necessary tools, equipment and facilities that are required to operate the Export Operations Laboratory.

1.2.10    Demonstrate due diligence in professionally managing the Laboratory to meet the expectations of an organization with international accreditations for crude oil analysis.

1.2.11. If due to any reason not resulting from Contractor’s default, it is not possible to carry out sample analysis for any test(s) at the Company’s Laboratory, the Contractor shall carry out and witness the test(s) at KNPC-MAA laboratory. The actual test(s) cost plus ten percent (10%) handling charges shall be reimbursed to the Contractor.

 

1.3              Services Required for Quantity Assurance

Verification of the accuracy of crude oil custody transfer measurement systems to API manual of petroleum measurement standards. This involves verification of all related instrument readings with manual methods, calibration of dip tapes and thermo probes and calibration of all existing crude oil tanks (83 nos.) at Ahmadi South and North tank farms as detailed in the Technical Specification, to meet custody transfer accuracy and reliability to International standards and procedure, which include, not by way of limitation, the following activities:

1.3.1        Monitoring and verification of automatic tank gauging system comprising the following instruments mounted on crude oil tanks, as detailed in the Technical Specification, at a frequency not less than once in a month:-

  1. i) SAAB radar tank level gauges.

  2. ii) Multipoint RTD for temperature.

iii)        Water interface detector for tank bottom water-cut measurement.

  1. iv) Hydrostatic pressure transmitter for density.

1.3.2        Calibration of manual dip tapes (100 per year) and portable electronic thermo probes (100 per year) that are in use with Export Operation on a monthly basis.

1.3.3        Calibration of each tanks at NTF and STF, using the latest method ISO 7507-4 or ISO 7507-3 (as applicable) (Laser Method) as applicable at least once during the Contract Period as per the schedule approved by the Superintendent.

1.3.4        Verification of Laboratory Equipment (balance scale, precision thermometer, stop watch) for crude oil quality measurements, minimum once in a month and calibration as required to maintain custody transfer accuracy. Supply of ASTM crude oil tested samples with established properties for facilitating the calibration of Laboratory Equipment.

1.3.5        Verification of the accuracy of 10 nos. of metering systems (3 nos. in NPP&MS, 5 nos. in KNPC Manifold, 1 no. in MAA CPH Area, 1 no. in North Pier Area) sensors, and integrity of valves.

1.3.6        Sealing of instrument by providing a new hardware/ software seal after witnessing calibration. The software seal if available with the Company shall be provided. The seal shall have label indicating the date of calibration and seal serial number.

1.3.7        Maintenance of instrumentation fixed on the tank and metering skids is excluded from the Contractor’s scope.
