Title:           Design, Tender Support, Management and Supervision of Construction Works for KOC Office Complex II

BRIEF SCOPE OF SERVICES:

The Consultant shall carry out the following services for the KOC Office Complex II Buildings:

1. Phase I- Stage I-1 Cost Optimization and Conceptual Design : Shall start on the Date for Commencement and shall be completed within one hundred and thirty-five (135) Days.The Consultant shall develop the Cost Optimization and Elemental Cost Plan (ECP) for the Complex Buildings and the essential infrastructure works for services and access which shall include cost saving options and conceptual design studies based on the existing information provided within the Tender Package.
2. Phase I- Stage I-2 FEED (Preliminary Design): shall start from the effective date indicated on the Certificate of Completion for Stage I-1 and shall be completed within one hundred twenty (120) Days after the commencement of this Stage.The Consultant shall develop and prepare the Preliminary design based on the Elemental Cost Plan and Conceptual design outcome as approved by the Company in Stage I-1 for the Complex II buildings and the essential infrastructure works for services and access to site. 

3. Phase I- Stage I-3 Detailed Design and Development of Tender Document: Shall start from the effective date indicated on the Certificate of Completion for Stage I-2 and shall be completed within three hundred sixty (360) Days from the Date for Commencement of Stage I-2.The Consultant shall prepare the Detailed Design, including all necessary final design calculations and working drawings for all engineering disciplines. This includes the necessary the preparation of a comprehensive Construction Tender Document for the Project to enable the Project to enter the Tendering Services stage.
4. Phase I- Stage I-4 Construction Tendering Services: : shall start from the effective date indicated on the Certificate of Completion for Stage I-3 and shall be completed within four hundred and eighty-nine (489) Days after the commencement of this Stage or till the Construction Contract signing date whichever comes later. The Consultant shall Participate in the Contract Action Services during the bidding and award Stage of the Construction project Contract (review/amend Tender documents after circulation, attending and supporting Company during the Pre-Tender meetings and site visits, reply to all Bidder queries, modification to Tender documents and preparing Supplementary letters, conduct evaluation of Bids and provide TCE  variance justification, producing the final Bid evaluation report, the recommendation for award, compiling and preparing the Construction contract for signature by the successful bidder).
5. Mobilization: After the completion of Stage I-4, there shall be a mobilization period of forty-six (46) Days prior to the start of Stage II-1. Such mobilization period is included in the Contract Period. 

6. Phase II- Stage II-1 Management and Supervision of the Construction Contract Works: Stage II-1 shall be completed within one thousand and one hundred eighty-five (1,185) Days (1,095 Days is the assigned Construction period, and the additional 90 days are for Consultant closure activities.The Consultant shall undertake all Project Management and Contract Administration of the Construction Contract and shall carry out all required and necessary inspection/supervision and associated activities to ensure compliance with the Design requirement and Contract documentation in addition to Close out Activities after the issuance of PC Construction Completion Certificate.
7. Phase II- Stage II-2 Consultant’s Services during Defect Liability Period: Shall start from the effective date indicated on the Certificate of Completion for Stage II-1 and shall be completed within three hundred and sixty-five (365) Days. The Consultant shall provide technical support during the Defects Liability Period through the availability (on-call) of all required categories of professional personnel. Its duties shall include response to technical issues and providing technical advice on failures of materials or equipment covered by warranties or guarantees, attending the Contractor’s repair of all Construction defects in addition to finalization of Contractor’s Claims, and Contract final account closure up to the issuance of the Final Acceptance Certificate.
8. Contract Period: Shall be Two Thousand and six hundred fifty-four (2,654) Days starting from the Date for Commencement of the Services.

Bidder shall register in KOC e-Business portal (https://ebusiness.kockw.com), failing which Bidder will not be able to access the Tender Documents. If Bidder is not registered till now, Bidder should apply for KOC e-Business account on-line for participating in this Tender.
